    Senator Walters moved to amend the bill on page thirty-one, section six, after line eleven, by inserting a new subdivision, designated subdivision (15), to read as follows:

    (15) Aboveground storage tanks regulated under this article, and located within twenty-five miles upstream of a water intake facility, or within a zone of critical concern as defined in this article, must have installed therewith a leak detection system, and such leak detection system must be maintained in operational order.
